This could be a very interesting move for both parties.
Westjet wants to expand their "global reach" and Emirates is embroiled in a battle with the Canadian Government to allow them to offer more flights to and from Canadian cities.
West Jet already has a code share agreement with Cathay Pacific and initiated a partnership with AA this year as well. WestJet also has exsisting interline agreements with Air France-KLM and China Airlines, and an understanding with BA

As it stands now Canadians have very limited options for well priced national travel. I know from experience how insanely frustrating it is to try to book flights from YVR to YYZ only to see that the availability is there but the cost makes it out of reach.
With 70 carries eager to work with WestJet it should be interesting to see who comes out on top.
Emirates has already clashed with Air Canada over its desire to fly more routes into YYZ, as well as YYC and YVR.
